The San Diego College of Continuing Education seeks an equity minded, energetic, and visionary individual who has a passion for serving student who are differently abled and older adult learners.

Under the direction of a Vice President of Instruction and Student Services, the Dean will plan, organize and direct the Emeritus/Older Adult and Disability Support Services instructional programs and Disability Support Services student services program at the San Diego College of Continuing Education. Although this position is housed at the Continuing Education Campus at Mesa College, courses and services are offered at all seven continuing education campuses and the community.

Dean positions supervise faculty and staff directly or through first-line supervisors, such as Associate Deans.

Example of Duties
The selected candidate is expected to perform these duties for the Emeritus/Older Adult and the Disability Support Services Program

  1. Plan, organize, coordinate, manage, and evaluate assigned programs in accordance with legal requirements, district policies, and sound instructional/guidance principles and practices.
  2. Establish overall objectives and plans; initiate and participate in overall program planning; assess needs for new programs/services and facilitate their development and implementation in accordance with established approval guidelines and budgets.
  3. Direct the evaluation of facilities and equipment and recommend improvements.
  4. Communicate and interpret program objectives and offerings to potential students, other two-year and four-year institutions, community organizations, students, staff, instructors, and others.
  5. Screen, interview, select, assign, supervise, and evaluate regular and substitute faculty and staff; plan, coordinate, and provide orientation and in-service education for professional development of assigned staff.
  6. Prepare staff assignments and schedules; assign work location in accordance with established district policy.
  7. Develop annual budget recommendations according to established procedures; monitor and control assigned program budgets; initiate special fund requests.
  8. Serve as a member of district, site, or other committees and task forces; maintain liaison with other site and district administration to assure proper coordination of activities; promote sharing of ideas and communication of successful operating practices with others in similar positions inside and outside the District.
  9. Represent the District and participate at the local, State, and national levels in organizations and activities that improve, promote, and publicize district instructional/instructional support programs.
  10. Coordinate and direct special projects as assigned; initiate studies and conduct analyses as necessary to determine the need for new or modified course offerings, programs, or services.
  11. Prepare reports and make presentations as necessary; assure the preparation, distribution, and maintenance of required reports, records, and files.
  12. Coordinate and facilitate the resolution of student, instructor, and staff conflicts, complaints, and grievances.
  13. Perform related duties as assigned.

Major Responsibilities The Dean is assigned to Instructional Services, to manage the Emeritus/Older Adult and Disability Support Services and perform the following duties.

    1. Review and evaluate curricula and effect changes as needed with the advice of department chairpersons and faculty;
    2. develop and coordinate instructional services in support of matriculation and student services;
    3. advise and direct faculty members in designing and implementing special projects;
    4. approve the selection of textbooks, visual aids, and other instructional materials;
    5. direct course approval applications for submission to the District and the State Chancellor's Office;
    6. assure the timely development of class schedules; direct the review and revision of materials for college catalogs related to assigned instructional area(s);
    7. assign instructors according to qualifications, scheduling requirements, and established work load standards.
    8. Implement and administer college matriculation services, including admissions, orientation, skills assessment, advisement, student follow-up, and program evaluation for Disability Support Services
    9. develop and coordinate advisement and counseling activities in Disability Support Services



In addition to their instruction responsibilities, the Dean will oversee Disability Support Services Program's student services program performing the following duties:

  1. Oversee the development, implementation, and evaluation of comprehensive support services and accommodations for students with disabilities.
  2. Ensure adherence to federal and state laws, including ADA, Section 504 of the Rehabilitation Act, and Title 5 regulations. Oversee timely and accurate reporting to state and federal agencies.
  3. Manage the Disability Support Services Program budget, including state and federal grants, ensuring fiscal responsibility and effective allocation of resources.
  4. Work collaboratively with faculty, staff, and external partners to advocate for the needs of students with disabilities, promoting an inclusive campus culture.
  5. Supervise, mentor, and evaluate DSPS employees, including counselors, specialists, and support personnel. Promote professional development opportunities for staff.
  6. Coordinate services such as academic counseling, adaptive technology, testing accommodations, and educational planning for students with disabilities.
  7. Monitor and analyze student data to assess program effectiveness, identify areas for improvement, and inform decision-making.
  8. Lead outreach efforts to prospective students, community organizations, and feeder high schools, ensuring that students with disabilities are aware of available services.
  9. Address and resolve student concerns related to accommodations, discrimination, and access, serving as an advocate for student rights and a resource for faculty and staff on disability-related issues.

Qualifications MINIMUM QUALIFICATIONS
In compliance with policies adopted by the Board of Trustees, applicants for this position must show evidence of the following minimum qualifications:

  1. Possession of a Master's degree from a regionally accredited institution AND one (1) year of formal training, internship, or leadership experience reasonably related to the administrator's assignment; OR,
  2. Possession of a lifetime California Community College Supervisor Credential AND Two (2) years of recent management experience in an institution of higher education.

Desired Qualifications Preferred Qualifications:

    • Have a Masters Degree and two years of full-time experience or the equivalent within the last four (4) years in one or more of the following fields:
    • Instruction or counseling or both in a higher education program for students with disabilities;
    • Administration of a program for students with disabilities in an institution of higher education;
    • Teaching, counseling or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities.


OR

  • Master's degree in rehabilitation counseling, OR
  • Master's degree in counseling, guidance counseling, student personnel, clinical or counseling psychology, education counseling, social work, career development, marriage and family therapy, marriage, family and child counseling, OR
  • A Bachelor's degree in marriage and family therapy or in marriage, family and child counseling and possession of a license as a Marriage and Family Therapist (MFT); and
  • Either fifteen or more semester units in upper division or graduate level course work specifically related to people with disabilities, or completion of six semester units, or the equivalent of a graduate-level counseling practicum or counseling field work courses, in a postsecondary Disabled Students Programs and Services (DSPS) Program or in a program dealing predominantly or exclusively with people with disabilities, or
  • Two years of fulltime experience, or the equivalent, in one or more of the following; (A) Counseling for students with disabilities; or (B) Counseling in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities, or the equivalent.
