Associate Dean for Outreach and Community Relations

Under direction of the Dean of Student Development and Matriculation, the Associate Dean will administer all aspects of the College's Off Campus Programs, Outreach and Relations with Schools, Concurrent Enrollment and CCAP operations, Middle College, coordinating with faculty, staff, administration, K-12 agencies, and community organizations. The proposed Associate Dean position will plan, organize, manage, and direct Off Campus Programs, Outreach & concurrent enrollment operations. Areas of responsibility include Outreach and Relationships with Schools, Off Campus Programs, Concurrent Enrollment, and College and Career Access Pathways (CCAP) services.

The Associate Dean is responsible for development and execution of innovative school partnerships that increase student access and success. This position is the first-line certificated manager and has supervisory oversight over assigned staff. This position will serve as the primary liaison with the Educational Cultural Complex, military bases, community organizations, and the College's K-12 partners.

Major Responsibilities:

1. Maintain, expand and develop programs and initiatives that connect individuals in the City College service area to college opportunities, including student support services. Assist in the overall administration of program policies, procedures, and standards, and recommend changes as needed and appropriate.
2. Plan, manage, direct and provide leadership for the day to day activities for the City College off campus sites, including the Educational Cultural Complex, local military bases, area high schools, and a variety of community partners.
3. Plan, manage, direct, and provide leadership for the day-to-day activities of all components of Outreach and community relations. This includes Outreach, Assessment, College Promise, Early Middle College and Concurrent Enrollment.
4. Coordinate student access and success activities for the College and Career Access Pathways (CCAP) services, Early Middle College and other concurrent high school enrollment projects with High School Administrators, Instructional Division, Academic Support Services, Career Center, Student Equity and other student services.
5. Work with Department Chairs and Deans to schedule credit/non credit courses for off campus locations, including the Educational Cultural Complex, military bases, area high schools and sites throughout the City College service area.
6. Maintain a professional relationship with the faculty, staff, and administrators at all Off Campus locations.
7. Serve as steward for the Department Of Defense Memoranda Of Understanding (MOUs) and site-specific MOUs for the City College credit programs at local military bases.
8. Coordinate and schedule assignments for at off campus locations, including CCAP Coordinators, Student Services Technicians, and other support staff.
9. Provide leadership and coordination to the College Promise program in the planning, development, implementation and evaluation of activities and functions; provide accountability by delivering measurable outcomes based on identified annual program goals and objectives.
10. Supervise, select, train and evaluate, assigned classified employees; determine staffing levels and allocate staff time; provide for technical direction and guidance; develop staffing schedules to ensure appropriate coverage for both on-site and off-site operations and events; assign and monitor employee tasks and projects; make employment, transfer and promotion recommendations; design appropriate professional development programs.
11. Oversee and evaluate the student ambassador programs and coordinate with First Year Services.
12. Work closely with faculty,administrators, academic support services, and student services personnel to coordinate programs/services and assure proper communication and compliance with College and District policies and procedures.
13. Attend, represent and participate in district-wide, local, State and national level committees, groups, conferences, advisory boards and professional organizations to develop effective programs and services, to maintain liaisons, and to exchange information and discuss assigned programs related matters.
14. Monitor status of funds available for services; prepare budget requests and authorize expenditures.
15. Interpret and implement local, federal and State guidelines with respect to programs; monitor activities to assure compliance with applicable guidelines.
16. Identify special materials and recommend services needed by students disadvantaged by language, social and economic handicaps and make referrals to appropriate support services and collaborate with other services to ensure student needs are met.
17. Develop and implement orientation and professional development for staff in the Outreach& Community Relations.
18. Develop community contacts and coordinate outreach recruitment for potential students.
19. Collaborate with Instructional Deans and College Public Information Officer to develop and disseminate electronic and printed materials that promote college opportunities to students.
20. Review and evaluate support services and programs annually regarding any impact on the success and retention of students served; based on outcomes data, make recommendations on continued improvement.
21. Provide leadership for the completion of Program Review and Student Learning Outcome assessment.
22. Develop office manuals for the Office of Outreach and Community Relations and implement policies and procedures; prepare guidelines and manuals for areas supervised.
23. Prepare formal applications for private grants and funds based on applicable demographic, financial and personal considerations.
24. Supervise and participate in the preparation and maintenance of administrative records and reports related to assigned programs services and activities.
25. Perform related duties as assigned.


The minimum qualifications for service as an educational administrator shall be both of the following:
(a) Possession of a masters degree;
(b) One year of formal training, internship, or leadership experience reasonably related to the administrators administrative assignment
Possession of a lifetime California Community College Supervisor Credential.

Desired Qualifications:

1. Knowledge of laws and other regulations governing assigned programs and services.
2. Demonstrated experience with supervising student services or instructional programs in an educational setting.
3. Demonstrated ability to develop and maintain partnerships with K-12 schools and community based organizations.
4. Demonstrated ability to communicate effectively both orally and in writing.
5. Demonstrated ability to provide training, supervision, evaluation, and leadership to employees.
6. Knowledge of and experience in the use of computer applications for the delivery of student services.
7. Knowledge of and ability to develop, administer and control budgets.
8. Ability to coordinate program activities and services with other sites, district, school and community programs.
9. Experience working with diverse student groups, including those with different levels of academic preparation, physical abilities and learning abilities.
10. Ability to interpret, apply and explain rules and regulations.
11. Ability to allocate financial and human resources in accordance with sound management principles.
12. Knowledge of district collective bargaining processes and agreements.
13. Ability to work nights and weekends.


Pay Information:

Range 16 ($7,622.85 $12,192.58) per month based on the current Management Salary Schedule.

Initial salary placement is commensurate with related experience and promotional rules. The District offers a comprehensive fringe benefit package including employer paid: medical, dental, and vision plans; sick and vacation leave; and opportunities for professional development. Initial Salary Placement, Promoted or transferred employees will be placed as specified in the Management Employees Handbook. This position is FLSA Exempt and may not accrue overtime.
