Definition

Performance Responsibilities: The Vice President of Student Services (VPSS) reports to the President of the College and is responsible for providing leadership in planning, developing, coordinating, evaluating, and enhancing the College's Student Services programs. The VPSS functions as a Chief Student Services Administrator of the College and works as a team with the President, Vice President of Instruction, and the Vice President of Administrative Services.
1. Provide visionary leadership in developing, enhancing, and  implementing a comprehensive array of Student Services that  support student success.
2. Direct the core departments of Student Support Services &  Programs, Counseling, Admissions and Records, Financial Aid,  Associated Student Government, Assessment, Career Center,  Transfer Center, Incarcerated Student Support Services,  International Student Services, EOP&S/CARE/CalWORKs programs,  Veterans Services, Student Discipline/Grievances, and oversee  the development and evaluation of policies and procedures for  these areas.
3. Coordinate the development, implementation, and evaluation of  a complex budget for Student Services programs, including  general, categorical and grant funds.
4. Communicate a vision of Student Services programs exemplified  by academic excellence, innovation, collaborative management,  and shared governance.
5. Evaluate and promote the professional development of all  faculty and staff within the Student Services area.
6. Work collaboratively with Instruction and Administrative  Services in implementing an integrated enrollment management  plan that supports student success.
7.  Provide leadership for the development and revision of the  Educational Master Plan and the development of both short and  long-term goals of Student Services.
8. Oversee implementation of records systems and design of  enhanced computer-based, web-based Student Services.
9.  Systematically assess student services programs, and  practices using Student Learning Outcomes, program review, and  other appropriate measures in order to improve the  effectiveness of these services.
10. Continually develop and implement new and innovative services and practices to improve responsiveness to student needs, increase student engagement, promote maximum use of Student Services programs and more effectively support student success. 
11. Foster a student-centered college environment and collegial  operational style that assist students in successful goal  attainment.
12. Adjudicate student appeals and grievances within areas of  responsibility.
13. Administer the code of conduct, due process, and student  discipline.
14. Coordinate outreach and related activities with other  colleges, high schools, vendors, students, community agencies,  governmental and private agencies, and other outside  organizations.
15. Ensure all Student Services departments operate in compliance  with Title 5 regulations, the Education Code, and federal  statutes.
16. Develop, monitor, and evaluate College's Student Equity Plan.
17. Function as 504 Compliance and Title IX Officer.
18. Oversee the implementation of collective bargaining agreements  within the Student Services area.
19. Participate actively in successful strategies in the area of  human relations, institutional problem solving, and external  relations.
20. Oversee FTES reporting and other state reporting related to  Student Services.
21. Represent Student Services at college, district, regional,  statewide, national, and international levels.
22. Serve as liaison between Student Services programs and other  college programs, departments, and activities.
23. Member of President's Cabinet and serves on College and  District committees.
24. Perform additional duties as assigned by the President of the  college.

Qualifications and Physical Demands

Minimum Qualifications:

  1. Must meet one of the following qualifications (a) through (c):
    1. A Master's degree.
    2. One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
    3. Possess a combination of education and experience that is at least equivalent to the above.
  2. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students.
Desired Qualifications:
Community College Experience

1. Evidence of the equivalent of three years successful full-time  college faculty experience.
2. Evidence of knowledge of and experience with state and    national educational issues, trends, and budgeting processes.

Leadership
3. Three years full-time administrative experience at a division  dean/department chair level or higher, preferably in Student  Services.
4. Administrative experience in and demonstrated advocacy for  Student Services.
5. Leadership philosophy consistent with the ethics, mission, and  goals of the College.
6. Leadership experience in a collegial participatory governance setting.

Planning/Institutional Effectiveness
7. Evidence of success in strategic planning, program  development, and budgeting.
8. Evidence of success in enrollment management, program review, Student Learning Outcomes (SLO's), including experience in the assessment process, and applications of institutional research.

Professional Development
9. Possession of an earned doctorate from an accredited institution.

Human Relations
10. Strong interpersonal and communication skills.
11. Experience in a collective bargaining environment. 
12. Experience resolving issues of student discipline, student grievance, and student sexual harassment. 
 
Technology
13. Demonstrated experience in working effectively and collaboratively with diverse faculty, staff and labor unions.
14. Evidence of experience integrating technology/innovation in a college and in Student Services programs.
15. Evidence of experience in administering student support in a variety of modalities. 

Community Relations
16. Experience in community relations and outreach.
17. Evidence of experience securing external funding sources.

Conditions of Employment

This is a Interim temporary contract, educational administrator position, reporting to the President of the college.

PAY PHILOSOPHY: 
Starting salaries for academic positions are based on a combination of education and experience. Initial placement is within the starting salary range. Further advancements are based on longevity and professional development. An additional annual stipend is offered for possession of an earned doctorate from an accredited institution.

All movement on the salary schedule will occur July 1 of each year for all eligible employees. The annual salary range for this position (D-38) is $135,195 to $176,252 based on the 2017/2018 salary schedule, plus a monthly mileage allowance. In addition, an annual stipend of $3,000 is offered for possession of an earned Doctorate from an accredited institution.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
