The ideal candidate will share the Madera Community College's commitment to serving its racially and socioeconomically diverse student population. In an effort to better serve our diverse student population, we value the ability/experience to create materials in languages other than English. As of 2019-20, we currently enroll over 7,890 students in which 65% identify as Latinx, 7% as Asian/Pacific Islander, 3% as Black/African American, 19% as White, 1% as American Indian/Alaska Native, and 4% as multiracial/other. The Madera Community College is a Hispanic-Serving Institution, reflecting the great responsibility that the College has to the educational attainment and economic well-being of the surrounding community.
Under direction, plans, organizes, directs and integrates operations of the Public Information Office of an assigned college; works with the college President and the Executive Director of Public and Legislative Relations to develop strategic initiatives that increase public awareness of District and college programs, services and activities; serves as primary college spokesperson to the press and public; ensures publications and activities support student enrollment and enhance the District's image; and performs related duties as assigned.
Essential Duties & Responsibilities

- Plans, organizes, directs, controls, integrates and evaluates the work of team leads and assigned staff; develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
- Directs and manages the performance of staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Board policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.
- Provides day-to-day leadership and works with team leads and staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
- With assigned college President and the Executive Director of Public and Legislative Relations, participates in the development and implementation of college and Districts marketing, promotional and public relation activities and materials to support outreach, visibility, recruiting and enrollment management; participates in development of plans to achieve branding strategies; ensures publication are consistent with brand and image.
- Plans, develops and implements college marketing strategies and marketing communications that advance the District brand and college goals; ensures that the college mission and vision are pertinent and visualized throughout the organization; conducts or oversees regular market research and tracks trends applicable to the college; develops, implements and monitors systems and procedures necessary to the smooth operations of the marketing and communications department.
- Develops and maintains internal and external communications designed to keep college and District employees and the public informed of college events and accomplishments; activates and oversees emergency communications plans.
- Ensures the quality, usefulness and marketing value of all publications, releases, advertisements and electronic media to enhance the college's image; creates marketing campaigns for various enrollment and recruitment periods with special events.
- Oversees assigned college's social media platforms; determines how and when to post events to reach various audiences; oversees college-dedicated sports websites and related publicity activities; ensures websites and web pages are Americans with Disabilities Act compliant.
- Develops and implements community outreach programs to ensure the college's presence at events, conferences, schools and general meetings; prepares presentations and remarks for use by the college President or other executive staff.
- Works closely with various departments and deans to support and promote their programs and services to the community and enhance external relations.
- Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
- Serves as the lead media spokesperson for an assigned college.
- Serves on committees and represents the college at various conferences, meetings, workshops and training seminars.
- Plans and organizes special campus events and presentations.
- Assists with District public relations programs and activities.
- Performs related duties as assigned.

EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with a bachelor's degree in journalism, public relations or a related field and at least five years of progressively responsible experience in marketing, public and community relations and journalism; or an equivalent combination of training and experience.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

APPLICATION REVIEW AND ASSESSMENTS
The application review process includes an evaluationof training and experience based on given application information and answers to supplemental questionnaire.Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.
The assessment process will include a competency assessment (25% weight) and an oral interview assessment (75% weight). Passing score is 75% out of 100% on each assessment section.
