General Summary: Responsible for business and administrative functions of the College including financial processes and fiscal regulations, risk management, operating and capital budgeting, treasury management and investments, and purchasing and procurement.

Requirements: Master's degree in accounting, business, finance or related field and a minimum of eight years' experience, preferably in higher education senior business management. Ability to build consensus in a multi-campus system.


1. Provides oversight for the finance function including funding, budgeting, long-range planning, policies and infrastructure.

2. Ensures compliance and integrity of financial affairs.

3. Develops finance strategies for the College; sets standards and guidelines.

4. Coordinates cooperation and communication between for facility management, ITS management, and Finance regarding functions including facilities planning, capital improvements, and technical infrastructure and equipment upgrades.

5. Ensures operating standards are in place.

6. Together with Facilities Management and ITS, manages the implementation of short and long term plans to convert and/or acquire facilities that support College programs.

7. Accountable for the risk management function including insurance management and implementation of programs that help reduce overall cost and risk exposure.

8. Oversees purchasing activities.

9. Establishes standards for contract and supplier relationships.

10. Performs other duties as assigned.

Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
