Job Description Summary:
Manages logistical needs, master schedule, coordinates events, maintenance, warranties, contracts, and personnel for the Public Safety Training Center (PSTC) facilities.

Job Description:

*Description of Duties and Tasks *

1) Manages contracts and memorandums of understanding (MOU) for PSTC commitments.
2) Manages all equipment warranty, maintenance records, inventory, standard operating procedures (SOP) and schedules of the PSTC facility, including coordinating the design and implementation of all maintenance and training SOP’s for PSTC buildings and equipment.
3) Manages supply chain including training request, maintaining records for scheduling facilities, equipment, and adjuncts for PSTC training commitments.
4) Manages procurement and purchasing of new and replacement PSTC equipment.
5) Manages, updates, and coordinates all maintenance, maintenance contracts, and training procedures for firing range to maximize consistent usage.
6) Manages, updates, and coordinates all maintenance, maintenance contracts and training procedures for the emergency vehicle operations course (EVOC) driving track to maximize consistent usage.
7) Manages, updates, and coordinates all maintenance, maintenance contracts, and training procedures for Force on Force Training Complex, including the Defensive Tactics room to maximize consistent usage.
8) Manages, updates, and coordinates all maintenance, maintenance contracts, and training procedures for all training rooms and common areas to maximize consistent usage.
9) Provides individual and group instruction on proper Force on Force training techniques including firearms safety, handling, shooting, targeting, and training.
10) Assists with oversight of PSTC activities ensuring accordance with college policies and PSTC procedures.
11) Assists with safety oversight to ensure no live weapons or ammunition are allowed into the Force on Force Training Complex.
12) Assist with repairs of training equipment; storage and records of all training equipment including safety gear, firearms, ammunition, and targets.
13) Assists the PSTC director, range master and PSTC training manager as needed.
14) Maintains maintenance records, equipment warranties, contracts and scheduling records, of PSTC facilities and equipment.
15) Submits reports to the Director, as required.
16) Oversees assigned staff, hourly instructors and adjunct faculty during any PSTC activities, operations, and use.
17) May oversee, assist, or lead training conducted at the PSTC.

*Knowledge *

  • Knowledge of strategic planning.
  • Knowledge of intra-agency, inter-agency, and inter-jurisdictional planning.
  • Proper use, storage, and maintenance of training firearms equipment, including safety gear, ammunition, and targets.
  • Knowledge of Force on Force, Firing Range, and EVOC instruction, training and proper techniques.
  • Proper use of training weapons in Force on Force Training, and emergency driving skills for EVOC instruction and training.
  • Principles of exceptional client service and practice.
  • Knowledge of vehicle upkeep requirements and maintenance cost.
  • Proper safety techniques related to emergency vehicle operation, including police patrol and pursuit driving.
  • Knowledge of federal, state, local laws, and current training standards regarding firearms, Force on Force Training, and emergency vehicle operations and training.

  • Providing clear and concise reports for the director and other entities as required.

*Technology Skills *

  • Use of a variety of spreadsheet, word processing, database and presentation software.
  • Comprehend and acquire user skills of the Ad Astra Information System.

*Required Work Experience *

  • Five years related work experience as a commissioned and/or licensed law enforcement officer. Documented law enforcement training records are required. (Example: Texas Commission on Law Enforcement or Police Officer Standards and Training records.)
  • Some supervisory experience required.

*Preferred Work Experience *

  • More than five years in law enforcement training, including firearms.
  • Experience as law enforcement manager.
  • Experience as EVOC Instructor.
  • Master Peace Officer TCOLE Certificate or equivalent.
  • Documented examples of law enforcement EVOC training plans.
  • Documented examples of organizational scheduling and planning.

*Required Education *

  • Bachelor’s degree or higher in Criminal Justice or related field with minor in Criminal Justice.

*Preferred Education *

  • Master’s degree in Criminal Justice or related field with 18 hours in Criminal Justice.
  • FBI National Academy Graduate.
  • Documentation of successful completion of law enforcement Firearms Instructors course, NRA Firearms Instructors course, EVOC Instructors Course, and Force on Force Instructors Course.

*Special Requirements *

  • Valid Texas Driver’s License and reliable transportation to travel to different sites and locations.
  • Availability for shift work, flexible hours, and emergency calls.

*Physical Requirements *

  • Work is performed in a standard office and training center campus (some outdoor operations) and similar environments.
  • Subject to standing for extended periods of time, walking, sitting, running, bending, reaching, kneeling, crouching, stooping, squatting, twisting, climbing, pushing, pulling, and manual dexterity.
  • Occasional lifting of objects up to 50 pounds.
  • Subject to exposure to noise, outdoors, chemicals, explosive materials, mechanical hazards, and electrical hazards.
  • Ability to disassemble and assemble various types of firearms, demonstrate proper firearms grip, stance and handling, and demonstrate firearms accuracy.
  • Ability to demonstrate correct movement in Force on Force training.
  • Ability to operate a motor vehicle and demonstrate proper emergency vehicle operation at speeds of 1 to 60 mph.


  • Supervise safe operation of unit. Facilitate safety inspections. Take reasonable and prudent actions to eliminate identified hazards. Ensure employees receive appropriate safety training and foster a workplace safety culture.

Salary Range $ 70,645 – $100,922
