Rancho Santiago Community College District (RSCCD)is one of the most established districts in the state and has been in operation for nearly 50 years. Located in the heart of Orange County, it is one of the largest of California's 72 community college districts, based on the number of credit and non-credit students. RSCCD encompasses 25 percent of Orange County's total area and serves a population of more than 700,000 residents in the communities of Anaheim Hills, Orange, Santa Ana, Villa Park, and portions of Anaheim, Costa Mesa, Irvine, Fountain Valley, Garden Grove, Tustin, and Yorba Linda. The district includes Santiago Canyon College and Santa Ana College, as well as the Centennial and Orange Continuing Education Centers, the Digital Media Center, the Joint Powers Fire Training Center, the Orange County Sheriff's Regional Training Academy, the College and Workforce Preparation Center, and the District Operations Center. About the Position
The ideal candidate will demonstrate cultural competency in serving diverse community college populations, including faculty, classified staff, and students from varied ethnic, racial, cultural, and socioeconomic backgrounds. This includes those with differing abilities, AB 540 students, DACA recipients, Foreign Residents, VACA participants, and Continuing Education students. They will support RSCCD's mission to promote self-awareness, knowledge, and communication skills, enabling all members of the college community to participate creatively and confidently in an ever-changing world.

General Responsibilities
Responsible to the Dean/Fine and Performing Arts for all aspects of the Fine and Performing Arts Division. Includes all assigned personnel and all related records and reports; also performs other duties and special projects as assigned.

Specific Responsibilities
Development and Delivery of Department Instructional and Vocational Programs and Services
Overall responsibility for all aspects of the Fine and Performing Arts Division, including academic programs, facilities, and staff. Establishes, maintains, monitors, and authorizes expenditures of the Division's labor, equipment, and supply budgets. Develops marketing strategies for the departments of Art/Photography, Dance, Digital Media, Journalism and Media Studies, Music, Communication Studies, and Theatre; integrates Division marketing with College and District-wide efforts. Oversee assigned contracts/grants related to internships and services within the Division. As assigned by the Division Dean, responsible for staffing and scheduling course offerings. Responsible for integrating new technologies into marketing of Division events, including the Division website and electronic mail. Responsible for the development and proofreading of copy, the design, and production schedule for Division publications. Supervises instructional/production-related performances, recitals, exhibits and their responsiveness to the needs of a culturally diverse community. Ensures vocational programs are in compliance with applicable state and federal law. Assist with arts related grant proposals for academic disciplines within the division. Develops and maintains the master schedule of events held in Phillips Hall and other ancillary performance venues (on campus and in the community).

Personnel
Responsible for, or effectively recommends, the hiring, transfer, suspension, lay-off, recall, promotion, assignment, discipline, training, professional development, assignment, direction and evaluation of work, and adjustment of grievances of all assigned staff; also responsible for administering collective bargaining agreements, employment and promotion selection procedures, compliance with written District policies, rules and regulations regarding personnel, evaluation of the performance of assigned staff, and providing direction and assistance wherever a need for improvement is identified.

Student
Responsible for oversight of related records and reports. Resolve student problems regarding performance courses.

Budget
In conjunction with the Division Dean, responsible for the timely and accurate preparation, submission and administration of the Division's performance related budget; identifies sources and procures alternative funding, including grant development. Ensures programs receiving Perkins, Strong Workforce, or other grant funds are in compliance with funding requirements/guidelines.

Planning
Has substantial responsibility for the evaluation of proposed academic offerings, to determine the number and nature of offerings, scheduling of classes, staffing and available facilities, supplies, equipment and materials. Monitors enrollment, cancels and changes classes in response to utilization. Has substantial responsibility for long range planning for the Division, providing leadership and vision.

Community Contact/Representation
Responsible for being a highly visible educational leader, representing the College in relations with professional and/or non-profit arts services organizations, community outreach; and serves (when feasible) as a member of appropriate local and state level organizations.

Essential Functions
Supervises the planning, funding, coordinating, staffing, delivery and evaluation of the Fine and Performing Arts performance based instructional programs. Supervises the performance of classified personnel functions for assigned staff. Supervises preparation and management of the budget for the designated programs in the Division.

QUALIFICATIONS

Minimum Qualifications: Possesses a Master's degree and one year of formal training, internship, or leadership experience reasonably related to the Associate Dean of Fine and Performing Arts position.

Required Skills: Ability to initiate, supervise and evaluate programs, staff and personnel, to apply applicable rules and laws, and to resolve problems and conflicts.

Candidate must demonstrate clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ability, and ethnic backgrounds of community college students, staff, and the community.
