Summary 
Plans, develops, and manages student services and partnerships to maintain and enhance military and related contract education programs and services.  Develops and implements action plans to reach new students and increase awareness of services, and maximize the number of students served.
 
Distinguishing Career Features 
The Manager, Student Services and Partnerships is a first-line management position that provides leadership and administrative responsibilities for a wide variety of ancillary and specialized student support services and activities for the military and business communities.  The Manager, Student Services and Partnerships provides oversight for the development of new programs and partnerships to maximize program and students' success, but also to offer continuous awareness about the programs and services for expansion and student growth.
 
Essential Duties and Responsibilities 
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 

  • Develops supporting programs and strategies for enhancing student retention and expansion, exposure to additional services, and systems for contractor and student feedback and satisfaction. 
  • Collaborates with college articulation officers and military counselors to develop articulation agreements to provide military graduates with additional opportunities and choices in the pursuit of their higher education goals. 
  • Establishes and manages best practices, policies and accountabilities outlined in service contracts, Memorandums of Understanding (MOUs), and other partnership agreements; ensures compliance with college and outside organizations/agencies governing higher education. 
  • Oversee the development and implementation of partnership agreements with higher education institutions, government agencies, and the U.S. Military Services. 
  • Initiates and establishes systematic processes to engage faculty, department chairs, and academic deans in recommending development and delivery of new degree and certificate programs and practices to meet student and client needs. 
  • Collaborates with the college's student services administrators, counselors, and staff to develop, expand, integrate and focus support services to meet student and client needs related to contractual and program needs to increase student retention. 
  • Manages and evaluates the department's day-to-day operations to continually enhance the safety and security of student and government required records. 
  • Assists with and creates proposals for new business contracts, grants and other funding opportunities. 
  • Develops, recommends, and oversees approved budgets for assigned programs. 
  • Prepares statistical, analytical and project reports; provides and presents information regarding programs, student services, course assessment, and the military programs' academic and fiscal performance to a diverse audience, as needed. 
  • Oversees and provides direction for the design, development, implementation and delivery of support services that meet student and client needs, primarily for the military workforce community. 
  • Works with Division leadership to coordinate and implement comprehensive student outreach and communication plans for student recruitment, retention, persistence, and success. 
  • Organize and oversee student support services including, but not limited to: graduation, degree evaluation, advisement, transcript evaluations, etc. 
  • Establishes standards for staff, selects, trains, supervises, and evaluates the work of all home campus student support services staff in all assigned departments of oversight. 
  • Performs other duties as assigned that support the overall objective of the position.

Qualifications and Physical Demands

Knowledge and Skills:
The position requires professional specialization in in-house and targeted marketing, communications outreach, and social media access to existing and prospective student-customers. Requires knowledge of the principles and practices of research data and feedback driven strategies that contribute to the design and implementation of education programs that can be delivered to remote student audiences.  Requires knowledge of departmental and project budgeting techniques and financial management.  Requires knowledge of the principles and practices of reaching target audiences with proper integration of graphics design, copy writing, print and electronic media.  Requires working knowledge of college-level student services and matriculation processes including and not limited to needs assessment, enrollment, and student success strategies.  Requires well-developed knowledge of the principles of management and supervision, including performance measurement.  Requires sufficient math skills to perform business financial calculations and statistical analysis.  Requires skill at using computer applications for personal use and presentations along with software applications for spreadsheets, word processing, student and business data management, and presentation graphics.  Requires professional-level written and oral English language and advanced human relations skills to influence internal and external customers, make formal presentations, conduct training, and to manage the performance of others.
 
Abilities:
Requires the ability to carry out all the accountabilities of the position.  Requires the ability to develop and implement annual business plans, objectives, and program outcomes for the overall functional area and specific programs and promotions.  Requires the ability to set up methods for tracking progress toward meeting business plans and program outcomes.  Requires the ability to learn and apply the objectives and requirements of the military and selected contract education programs.  Requires the ability to develop and maintain productive relationships with college staff, representatives of the military, four-year universities, and oversight agencies.  Requires the ability to direct and prepare marketing-oriented communications and other materials.  Requires the ability demonstrate sound judgement and creativity in the application and interpretation of events, situations, rules, and regulations. Requires the ability to participate on advisories, committees and in special events. Requires the ability to write in a professional manner, proofread and edit accurately, and compile presentation-quality reports.  Requires the ability to train and provide work direction to others and to organize and manage multiple projects.  Requires the ability to travel and represent the college as needed in the performance of duties related to the area of responsibility. Requires the ability to work flexible hours as the job requires, including evenings and weekends.

Education and Experience:
The position requires a Bachelor's degree and at least two years of progressive responsible experience leading or supervising the work of others in an environment, preferably within an educational context and with knowledge of military environments. Or, any combination of education and experience that would meet the required qualifications.
 
Licenses and Certificates:
Requires a valid driver license.

Conditions of Employment

This is a contract, full-time, ancillary funded, 12-month per year, Classified Management position reporting to the Executive Dean of the Extended Learning Division. The normal hours of work will be 8:00 am to 5:00 pm, Monday through Friday. Flexible schedule and weekends might be necessary to address the needs of the job duties, programs and/or students. The effective date of employment will be arranged with the supervisor. The District reserves the right to extend, modify, or eliminate this position based upon available funds.

PAY PHILOSOPHY:

Ability to lift up to 25 pounds.

Working Conditions:
Work is performed indoors where minimal safety considerations exist.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
