Summary
Plans, organizes, directs, and coordinates instructional programs for an academic division.  Plans and develops curriculum, programs, and services that meet the needs of a highly diverse urban student population.
 
Distinguishing Career Features
The Dean for an Instructional Division integrates and provides academic and administrative support to faculty and a diverse student population.  The Dean requires the ability to direct and integrate the activities of an academic division and its related functions and services, to provide leadership over curriculum, faculty and support staff, and assure excellence in delivering higher education.  The Dean also requires the ability to facilitate professional development, establish standards and assess performance of faculty members.
 
Essential Duties and Responsibilities
  • Provides leadership for program development, plans for current and additions, modifications, and deletions to curriculum.   Oversees and provides analysis of programs and multi-year instructional plans. 
  • Provides leadership over the delivery of curriculum that contributes to developing emerging learning college models and teaching innovations.  Develops and reviews courses and consults with faculty on instructional pedagogies.
  • Directs and prepares the schedule of classes and provides for proper staffing of classes, considering faculty preferences, mode of instruction, class size and facility usage while maximizing opportunities for students. Consults with faculty to design schedules that enhance attendance and meet the needs of students. 
  • Prepares or reviews documents for program and course development in working with faculty to produce accurate schedules, catalog information, and program publicity.
  • Provides leadership for faculty and staff development and learning opportunities that enhance effectiveness in the teaching and learning processes.   Provides leadership in the development and assessment of course, program, and learning outcomes.
  • Directs development of division budgets and manages financial resources consistent with policy and sound financial controls.  Advocates for resources to support departmental programs and opportunities and allocates resources among competing requests for funds.
  • Utilizes effective strategies to manage enrollment; including but not limited to use of various technological software applications and trend data analytics to predict, plan, evaluate and schedule courses in order to improve efficiencies while increasing student success outcomes.
  • Develops standards of faculty performance and conducts performance appraisals in compliance with District standards and contractual obligations.  Monitors workload indicators for accuracy and balance. 
  • Communicates with faculty by holding regular meetings to facilitate planning and collegial decision-making, keep staff informed about issues and projects, and for information about the overall College instructional program.
  • Working with Student Services and other programs, advises and counsels students on student-instructor and academic problems. 
  • Works cooperatively with other administrators and managers to coordinate programs and services across the curriculum to meet student needs.  Resolves conflicts and issues within and among academic sections. 
  • Facilitates academic partnerships and maintains communications with Division faculty, faculty in feeder high schools and four-year transfer institutions.   
  • Encourages excellence in teaching.  Orients new faculty and staff, determines needs for staff development, plans staff development activities, and contributes to recordkeeping for staff development accountability.   
  • Maintains up-to-date knowledge of new developments and innovations in community colleges and higher education.  Recommends changes to maintain relevance of programs in the academic division and to meet student and community needs.
  • Communicates with leaders in the private and public sectors and in educational agencies to determine needs for new courses and programs.  Establishes advisory committees and other outreach as appropriate.
  • Participates in strategic and long-range instructional planning for the College. 
  • Performs other related duties as assigned to support the objectives of the position.

Physical Abilities & Working Conditions

  • Requires the ability to function in an office environment performing work of primarily a sedentary nature with some requirement to move to about campus and off-campus locales. 
  • Requires the ability to use hearing and speech to make presentations to groups and carry on conversations over the phone and in person. 
  • Requires near visual acuity to read printed materials and computer screens. 
  • Requires sufficient hand/arm/finger dexterity to retrieve work materials and operate standard office equipment.
  • Work is performed indoors where minimal safety considerations exist
 
Education and Experience
Possession of a master's degree; AND one year formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.  Or, any combination of education and experience that would provide the required equivalent qualifications. 

Desirable Qualifications
  1. Administrative experience as a program and/or instructor coordinator, department chair, Assistant or Associate Dean or higher.
  2. Three years of successful full-time classroom teaching in a   math or science program, preferably at the community college level.
  3. Demonstrated ability to provide leadership to Math and Sciences programs.
  4. Two years of management experience in higher education including developing and administering budgets.
  5. Knowledge of and/or experience in one of the division's disciplines: Astronomy, Biology, Chemistry, Ecology, Engineering, Geology, Mathematics, Marine Science, Natural Science, Physics.
  6. Evidence of and ability to communicate effectively with college faculty, staff, students, and members of the community.
  7. Evidence of and experience in hiring: support staff, part-time faculty and full-time faculty.
  8. Demonstrated experience managing faculty and staff in a collective bargaining environment.
  9. Familiarity with and ability to work with common computer technology and software applications.
  10. Familiarity with and ability to schedule classes and complete division faculty load sheets.
  11. Evidence of the ability to advocate for the division's programs.
  12. Evidence of successful experience working with diverse student populations.
  13. Demonstrated experience with shared governance in a higher education environment.

May require a valid driver license.

Conditions of Employment

This is a contract, full-time, 12-month per year, Educational Administrator position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday. Flexible schedule and weekends might be necessary to address the needs of the job duties, programs and/or students. The effective date of employment will be arranged with the supervisor.

Sabbatical Leaves

Academic Senate
The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
